Staff of the President

The staff of the President assists the President and the members of the Council in their work.  It is responsible for implementing Council decisions and for conducting administrative business.  It provides the SSTC with the resources and information necessary for it to carry out its advisory mission.  Depending on need, it may draw on recognized outside experts.  This staff is responsible for the exchange of information between the members, and it coordinates the collaboration with federal administrative offices.  Working together with the President, it prepares plenary and committee meetings, and is responsible for effective communication. It also cultivates open dialogue with the academic community, science policy institutions, as well as with federal administrative offices.

Mr. Frédéric Joye-Cagnard


Born in Geneva in 1974, Frédéric Joye-Cagnard obtained a Master’s degree in history from the University of Geneva in the year 2000. He then worked as a research assistant in Geneva where he and Antoine Fleury published a study in German and French in 2002 on the origins of the Swiss National Science Foundation (SNSF). Between 2002 and 2007, Frédéric Joye-Cagnard continued to conduct research in the field of science studies, which culminated in a doctoral thesis on the history of Swiss science policy (1944-1974). His doctoral thesis was published by the Alphil publishing company in Neuchâtel in 2010.
Frédéric Joye-Cagnard has also written several articles on related fields, including the role of international scientific cooperation during the Cold War. From 2007 to 2010, he worked as a researcher at the University of Lausanne’s Observatory Science, Politics, Society (OSPS) where he helped to assess innovation and cooperation projects (2004-2007) under a mandate given by the Swiss University Conference (SUC). This assessment report can be found on the SUC Web site (http://www.cus.ch/). He also worked on other research projects relating to higher education coordination processes (1990-2008) involving the University of Geneva, the University of Lausanne and the Federal Institute of Technology Lausanne. Since September 2009, Frédéric Joye-Cagnard has been pursuing a Master’s degree in Public Administration at the Swiss Graduate School of Public Administration (IDHEAP) in Lausanne, where he seeks to improve his assessment skills. A native speaker of French, Frédéric Joye-Cagnard speaks fluent German and English.
