Die Notwendigkeit eines eigenständigen BFI-Departements:
Empfehlungen des SWTR an den Bundesrat zur geplanten Regierungsreform

In den vergangenen Jahren hat sich der SWTR wiederholt mit der Frage einer Zusammenlegung aller Bundeskompetenzen in den Bereichen Bildung, Forschung und Innovation (BFI) in einem neuen Departement auseinandergesetzt. Der Rat hat dabei stets die Notwendigkeit betont, ein eigenständiges BFI-Departement zu schaffen, um den Wissenschaftsplatz Schweiz nachhaltig zu stärken. In Zusammenhang mit der geplanten Regierungsreform ist es ihm ein Anliegen, die Gründe dieser klaren Schlussfolgerung genauer darzulegen.

Das Berichtsjahr stand im Zeichen der Konsolidierung der neuen internen Strukturen des Präsidialstabs und einer ausserordentlichen Vielfalt behandelter Themen und Aufträge. Besondere Erwähnung verdienen die Arbeiten rund um die neue Gesetzgebung für den BFI-Bereich (HFKG und FIFG), die Diskussion einer nationalen Innovationspolitik, die Forschungsförderung an den Fachhochschulen und die Evaluation der Ressortforschung des Bundes.

The SSTC published a report on the various forms of international cooperation in research and education and developed recommendations concerning Swiss foreign policy measures pertaining to science

Following the significant development of international cooperation in research and education, the SSTC has explored scientists’ experiences with various forms of cooperative research funding and support. Through qualitative interviews, the SSTC identified the kinds of international cooperation practised by researchers, recorded their experiences with various funding instruments and pinpointed their expectations towards Swiss science-related foreign policy. After this analysis, the SSTC formulated several recommendations, which are listed in the above-mentioned publication.

SSTC recommendations on the national coordination of “especially expensive fields”
December 2009
The national coordination of “especially expensive fields” will soon be discussed in Parliament as part of the new Swiss law for the promotion and coordination of higher education institutions. In order to contribute to this debate, and following a request of the Secretary of State for Education and Research, the SSTC published recommendations on this subject in December 2009. Nine recommendations for promoting innovation in Switzerland
November 2009
The « Nine recommendations for promoting innovation in Switzerland » summarize the SSTC’s work on the promotion of innovation. Although Switzerland has a strong capacity for innovation, it is not fully exploited, especially with regard to the application of scientific developments. With this publication, the SSTC contributes to the debate on how to improve the Swiss innovation system. It presents nine general recommendations that would enable an optimization of innovation promotion by the State. The document is primarily based on a study conducted by Christian Marxt, who was mandated by the SSTC. The full study report is available on the SSTC’s website in the innovation policy section.

Principles for the Comprehensive Revision of the Federal Research and Innovation Promotion Act (FIFG)
October 2009
Deep-reaching legislative reforms regarding higher education institutions and research have been undertaken in Switzerland, since the laws concerning both areas are simultaneously being revised. In this publication, the SSTC would like to present its considered opinion regarding these reforms and will particularly focus on the Federal Research and Innovation Promotion Act (FIFG).
The SSTC defines and comments thirteen fundamental principles that should underlie the final version of the FIFG. The document is structured around three questions: What are the objectives of the promotion of research and innovation? Which instruments will make it possible? Who will be in charge of coordination, control and consultation?
